Find the Guildmaster:

Visit the Thief Hunters Guildmaster in Britain to join.
Joining Requirements:

Must have at least 60 Detect Hidden and 60 Tracking skills.
Faction members, Thieves Guild members, criminals, and murderers cannot join.

If your Detect Hidden or Tracking falls below 60, you’re removed from the guild.

If you become a murderer, you’re immediately expelled.

Earn the title “Thief Hunter, Master of Shadows, Seeker of Rogues.”

Attack thieves at any time, even if they’re blue (non-criminal).

Thieves can defend themselves without becoming criminals.

Loot black market goods from fallen thieves’ bodies and turn them in to the guildmaster for gold rewards.

The guildmaster sells exclusive Thief Hunter armor. Each piece grants a 6.66% boost to Tracking distance.

A rare ethereal mount is available, enhancing your pursuit of rogues.
